If they've made you a silly offer, tell them you don't accept it and demand to discuss it with somebody in person who has the power to review it, like the valuer. Arm yourself with all the info., showing what you actually paid the dealer, including all luggage and the numerous BMW extras, before you meet this person. If you've got a lot of expensive BMW extras, you should have declared them to the insurance company, back that up with dates a names of people you talked to. Finally there should be something on your policy stating something to this effect.
Price up an exact replacement to the same spec with your BMW dealer and get a quote in writing from them.
Then tell the insurance compay very firmly, (but not threateningly), how ridiculous their offer is compared with replacement costs. If they try to brush you off, threaten them with the insurance ombudsman, Trading Standards or whatever. They will almost certainly move on the offer, just a case of how far, but you have to be prepared to push them and beat them into submission in a non physical way, but also realise when they have gone as far as they will go and take it.
Sad to have to do this, but these days they always seem to come in low and hope that at least 50% of people will just accept it.
