I’ve bought a used uk headlight and it’s been delivered today. It’s in good condition but on the top right hand side a clear coating appears to be peeling, do the have a factory clear coat of some description maybe for UV protection?

Yes there is a coating that may peel a bit given the age. It's probably for scratch protection.

You could of course get a stand off cover for it, better protection when a rock hits it.
I hate it when people ask if you have a bathroom, I want to say "No we pee in the garden"

Mine peeled also, I have a non uk headlight, I had to put some tape over the headlight to make the dipped beam flat rather than kicking up to the wrong side for the mot. When I pulled the tape off after it took some coating off with it. I ended up blasting it with the pressure washer and the rest came off.
