Pop your Windows cd/dvd into the dvd drive & restart. Make sure the BIOS is set to boot from cd first, Press F2 or Delete to enter bios to change this if needed. Follow onscreen instructions.
I assume you are trying to install windows? which version XP, Vista or the new Windows 7?

Actually the above post assumes you are replacing the original drive? If not just shout there are quite a few of us on here who can help you if needed.

Ah! Ok, disregard all of the above.
1- Click on Start Button
2- Control Panel
3-Administrative Tools
4- computer Managment
5- Disk Managment
You will see your existing hard drive at the top of the list, below it will be the new drive. Right click on the new drive and farmat.
good luck
