Why not drop the forks thru' the yokes without moving the clip ons first - If you find it handles ok then move the clip ons on top.
My clip ons are still under the yoke but the bike was showing 3 rings above the yoke when I bought it and it handles fine.

little bit of heat and then used the jaws of the vice to line things up
and bars over triple does not make it twitchy BUT - having said that, I am using a nice ohlins flavoured steering damper set to 6 clicks....

Let's face it, you wouldn't go to a nurse to get good advice on a problem with a Falco - you'd choose an Engineer or a mechanic...
I'm still on the standard 3 rings above - but my rear ohlins ride height is maxed out and I've no hint of needing a steering damper.
For a standard rear ride height I'm fairly convinced that dropping the front a few rings more is not going to be a problem - especially if you have a steering damper fitted.
The safe way is to drop the yokes down the forks a ring at a time and see how it goes.
