I believe that until arrested for any offence, you are not obliged to give your name etc

Once arrested then you are obliged to give your details unless you exercise your right to remain silent


Let's face it, you wouldn't go to a nurse to get good advice on a problem with a Falco - you'd choose an Engineer or a mechanic...
