There was a report done a few years ago where it was found that clinical negligence claims account for less than 1% of the total NHS budget, so it was cheaper to admit liability and pay out than actually doing something to rectify the problem.
That is the reall issue, the fact that the NHS find it easier to pay out than get of their arses and do something to prevent the problems occuring in the first place.
