Yes I think the bikes were sent from the factory in restricted form but were usually de-restricted at PDI.
Some made it past that point and were de-restricted at the first service, or by the owner or, maybe in a few cases, there could still be some in restricted form.

It is a really easy process to de-restrict - just pull out a restrictor bung from the air box and snip a wire on the ECU

Yes the dealers should have done it but some got through untouched,
Lift up the tank by removing the two front bolts, take the airbox cover off and the filter out. If you can see a plastic plate the restricts the inlet tracts this the thing to remove, but odds on it won't be there by now.
There is also a wire snipped at the ECU which brings in a different fuel map to suit, will look for a link to show this, but if you can see one that is snipped probably a black sleeve covering the wire, this will be it.
Seem to remember that the restriction kept power down to around 90bhp, rather than 118 so it would feel down on power, again probably done already.
