Sky isn't broadcast though. They are transmitted to the entire country, but the nature of the tranmission is a narrowcast.
A better example perhaps is freeview digital TV: UK TV History can be viewed by my digibox, but UK TV Gold is scrambled. It is very clear that UK TV History is broadcast and UK TV Gold is narrowcast.
I have implied permission to use the former, but none to use the latter.
I.e. If you're going to transmit, it is your responsibility to govern the nature of the transmission, particularly if you're going to transmit beyond the boundaries of your property.

the difference, however, (ignoring the fact that you have to pay a fee to do so i.e. your license fee), is that Broadcasting (the public variety) is widely understood to mean that it is specifically intended for free use by the public and is enshrined in the Broadcasting Act. WiFi is not and those people who have enough technical savvy (admitedly not much is needed) to find unsecured networks and use them, are perfectly well aware of that fact.
The ride is the reason ........ the destination is just the excuse.

I bet traffic polution does more damage to their lungs, especially in London and any other large city.
Maybe we should be payed for extracting the poisons from the air.
