I've seen it the other way as well. Coming back down the M4 past Maidenhead a few years ago from a lte night call out(was about 11pm), I could see a police car up ahead in the nearside lane.

Nobody had the balls to go past him even though he was doing 65. A nice traffic queue ensued until the copper decided enough was enough and stuck his foot down and disappeared into the night.
