Swingarm fixing point advice needed please

I'm trying to fit the hugger supplied with the bike when I bought it, only to discover that the threaded hole on the inside of the swingarm (that holds the brake pipe guide) - item 7 in attached - is no longer?
I'm presuming this takes the same bolt as the one on the underside of the swingarm. I've just got a hole (approx 8mm diam) so I'm assuming at some point the swingarm was drilled?? Or should there be a captive nut or somesuch there?
Any ideas how to get a fixing? My first thought is to tap teh existing hole to take a larger bolt, after all it's only a fixing point for the hugger so not too structural.

This poor Falco - it's sure does need some love & attention now that I'm looking more under the surface.
