If the fork stanchions are pitted or stone-chipped you can normally recover them by rubbing down the high spots/nicks with fine wet and dry (600 grit or similar) with a bit of oil on the paper. Then once you've cleaned up all the high spots, clean the fork legs thoroughly with isopropyl alcohol or similar to get rid of any grease residue.
Then mix up a small amount of epoxy resin and wipe it over any pits, filling the holes with epoxy. Wipe off any surplus with a clean cloth and leave to set.
To be honest, it's mainly the high spots that do the damage. They tear the seal as it passes and allows the seal to leak. If you've just got pits, with no sharp high spots, you can normally get away with it. But the epoxy trick is belt and braces.
