free bike rides for interested non-bikery types?

makes I wonder who's paying? providing helmets and gear in every size is some investment, let alone an hours training for each applicant

Many training companies already do this - the one that taught my wife to ride do just such a thing. By getting you on a bike and interested, they can then try and talk you into taking your training with them. As this scheme basically uses existing training companies they have already made the investment in bikes and equipment.

At the end of the day it's never going to be a bad thing to encourage more people to take up biking.
