I really like the fact they are there, doing it, recording it, issuing fines and with no interaction with the offender. I think that's a good use of resources and the fact there's no copper at the side of the road with a hi-vis pulling you over or a set locations means that - hopefully - people just won't risk it.
Every day I see countless drivers on their phones where I am (SW London) it's crazy how this isn't being addressed.

Can someone point me at the actual rules/law for phone use?
Specifically: is using a phone as a sat-nav device, mounted in a cradle (so completely hands free) still legal?
If not - does anyone want to comment on the difference between using a modern vehicle's built in audio/nav systems (which are sometimes more complex to navigate than a phone), and using a phone mounted in such a cradle?
