does a hydraulic resevoir have to be the highest point on a hydraulic system?

or can it, if correctly full of fluid be below the lever?

and I stress this is nothing to do with the other thing I am working on :)

i dont think it matters but it will help when bleeding

Depends if its gravity or pump fed. Hydraulic cranes have resevoirs below the jib rams in the body of the crane, but they are pump fed. If you could ensure no air in the sysem then it wouldnt matter.
