I think most would say powder coat

Powder - but make sure you use a reputable workshop. They must mask the threads and the machined faces where the disc carriers sit...... voice of experience!!!

Paint.
My OZ front was bought painted and the finish still looks great. When I bought the rear, it was just that blue colour (which doesn't "go" with the bronze bikes) so I had that powder coated to match the front.
The front had kept up together better and maintained its lustre.
Next time I do anything to them, I'll have them both painted.

I've had the opposite experience to D-Rider. I had my Falco wheels powder coated red and the finish was superb and very durable (even with a chain snapping and bouncing off it). My Mille had Oz which were painted and they were really poor before I sold it, chipped etc. To be fair though, they were painted before I bought it and I don't think the prep was brilliant - the paint had chipped back to the original anodising.
Good painting will give some good results but I suspect the cost of that over the relative value of powder coat which is easy to get a good result will be expensive.

I have never been impressed with anything Ive had powder coated, it just does not seem to adhere like decent paint.
Maybe it was just shit workmanship, but with paint you know a good outfit will apply all the etching/priming ect,

I sit in the Norfolk mindset.. if the wheels are dirty enough you dont need to worry about the paint.
Cheapest option.

I touched in my chipped and flaking wheels with some VW car touch in paint. It's a perfect match and from eye level looks perfect.

It all depends whether you know a good paint shop or not. I use Triple S powder coating in Bingley, and they are excellent. Top quality prep and show quality finish. But they ain't particularly cheap. If you know a good paint shop, use them.

couple guys over here have got done so contact them for price.
