That big bushy bit on the top yolk - torque setting

The one with the 14mm hole in.
Manual says 80 Nm, which I did.
Bars still seems to turn freely but it seemed like a lot of tightening before the torque spanner went click.
Any thoughts?

Yes - it is very tight.

It won't affect the stiffness of the steering, the loading on the bearings is sorted out by the rings below the thing you can see - and they have a tightening sequence that requires torquing to one value, slackening off and then re-torquing to another.
