falco derestriction

An old topic I know but need some clarity before I start cutting wires.
I have a 54 plate Falco originally from dk's in staffs. I believe its an import as at mot time the tester regularly puts a piece of tape on the headlight to get it through the beam test. Should I assume its restricted and remove the plate under the airbox and cut the correct wire ??
