Think you may find the 'rust' is copper slip,
many use it to mitigate against brake squeal, after a time when mixed with dirt and carp, it will be semi-thick gunk, he ce the screwdriver going into it.
Service the calipers and all should be well.
If they are as dirty as described, I would take them off and strip completely, do the job proper like.
Hiding under a carpet of grey hair & lard.
