Convert your car (or bike) to run on water?

Many years ago a man designed an engine to work on water, he lived on Gurnsey. The gov of the day (labour) prosecuted him for running a vehicle without paying duty on his fuel source.
I believe the formula is now burried somewhere on the armed forces database.
I have 2 vehicles I'd like to try it on, but I'm no mechanical engineer

Still doesn't answer the loss of fuel tax. The thieving bastards we have in government, wouldn't stand for it.

I read something about this recently - it doesn't - it's another take on the perpetual motion machine.
Water
Use energy to split into Hydrogen and Oxygen.
Hydrogen used as a fuel
Recombines with Oxygen to create that wonderfully environmentally friendly by-product of water ... as you started with.
So you get no more energy out than the energy you put in to split the water into hydrogen and oxygen
Think that was the gist of it.
