By the looks of it, 2006
It reads as
An Act to make provision for a national scheme of registration of individuals...
- does this mean it's a precursor act, with no real substance, just designed to lead into a full act for ID cards?

Think you're right ..... at least I hope you're right.
Big brother everywhere.
Got an e-mail at work the other day. I've been going to Japan regularly for 12 years now. Next time I go I have to be fingerprinted, photographed and interviewed before they'll let me in. Can't remember whether it said there would be a retina scan as well.
Refusal to comply means no entry. No choice but to accept this outrage because I have to go there for work.
So just for visiting I will have to give them the same "information" on permanent record as if I'd committed a crime.

.... so are you actually one of these foreigners that you periodically rant about then Peter?
BTW whichever passport, you'd still have to go through the same thing to get into Japan.
