What on earth has this to do with the EU (presumably what you mean by Europe)? Or even Health and Safety?

What has happened over the tenure of this government is a willingness to charge citizens twice for services - once through their taxes and again when they want the service. Lots of examples of this - and the police are particularly prone to it. They seem to have started the trend at football mathces where they also charge for what they are already paid to do - maintain public order - but they now do it everywhere they can.

As far as I can see this is a British phenomenon and doesnt happen to anything like the same extent elsewhere in the EU.

Blimey, you believe something that's in the Daily Mail :smt017 They don't do good news stories, they cater for the outraged of middle England. While I'm not saying the story doesn't have some basis, I'd check out the facts before jumping to conclusions.

It's happening everywhere - in a small town local to us a charitable group that raises funds to support the local Library had disbanded because the council told them they had to pay some extrotionate sum for insurance at their fundraising events.
