But in this case I am working on the basis that if you don't ask you don't get and at least it may make someone in Governement sit up and take notice

It wouldn't work, for the simple reason that you can't get blood out of a stone, and if they aren't working they have no money. Sad but true. Just lock 'em up - they can't do it again while they're inside!

I agree which is why I said I am not normally a fan of petitions, but if even a small element was implemented, it would at least be a start and wake those up in Government to the problem.
