Why would anyone think these were a good idea?
Some one has dreamt these up in the hope that we'll spend out money on them. Stupid stupid boy!

I think it a good idea. I used to try to bodge up something similar when touring Greece and Turkey. I didn't want to go the sandals and shorts route so it'd be short gloves, unzipped sleves and unbuttoned collar. I remember Athens was 'kin HOT and virtualy grid locked.
As a design note, with some of us the air could get out around the waist.
Still I reckon one of the suits you can get these days with 'mesh' pannels would be better; but even more expensive....

Cooling your forearms is definately effective in trying to regulate body temperature. But I can't see these Ventz not interfering with the gloves. Their nicely staged photos are not realistic I fear..
For ventilation I can recommend the Revit Sand jacket, which has nice opening on arms, chest AND back... . Pictures:
